Gov Baker, Tell DEP to Serve the People

MOF_at_DEP.jpg
MOF protesting Weymouth, MA compressor station.

Here’s your Monday Action for the week of 5/29/17.

The Massachusetts Department of Environmental Protection (DEP) revealed that they routinely ask companies to edit draft permits.

It makes sense for the DEP to contact applicants to verify technical issues; however the DEP’s own regulations do not allow them to hand the draft to the company to alter in any way they choose.

We learned that DEP gave Spectra Energy the draft of their pollution permit for building a compressor station in Weymouth. Spectra edited the document in substantive ways that lowered the pollution standards they would have to meet, increasing the dangers to residents who live near gas infrastructure. Mothers Out Front and other pipeline opponents met with DEP when this news came out to demand the Baker administration revoke the air quality permit to protect the health and safety of the residents.

This week’s action is to demand that Governor Baker revoke the permit and put an end to this practice of turning a blind eye to a serious conflict of interest. You can use the sample words below as talking points or in an email. Make it personal.

See In Person Events below to join us in actions.

Dear Governor Baker,

I am urgently concerned about climate change. The children whose future I have promised to safeguard depend on me, on us, to swiftly, justly, and completely transition from fossil fuels to a clean energy economy.

Your DEP is allowing gas companies to edit drafts of permits which they have applied for. The DEP’s own regulations only allow the department to contact the applicant to verify that the permit is technically correct, not to hand them the permit to alter and edit out environmental standards they don’t like.

You are responsible for a fair and honest process and that didn’t happen here. Revoke the air pollution permit granted to Spectra for the Weymouth compressor station. Our children depend on your administration to ensure they have a safe and clean environment to grow up in.

Stop the unethical practice of letting gas companies rewrite draft permits behind the public’s back. Be a climate hero and stop allowing gas companies endanger our children’s health and future.

Thank you,

Governor, How Much Methane is Leaking?

Monday Action for the week of 2/13/17:
Methane is leaking from the old pipes across the state. There could be one right under your street. Look up where the leaks reported in 2015 are in your town.
In September, in response to a court ruling, Governor Baker ordered new regulations to meet the 2020 goals set in the state’s climate plan – the Global Warming Solutions Act. We all know the devil is in the details so we’re wading into the details of how methane will be limited.

You can use the sample talking points or copy-and-paste text below, if you like. Calling shows you really mean it, but if you email, be sure to personalize it.

Dear Governor Baker,

I am urgently concerned about climate change. This is the defining issue which future generations depend on us to solve. I urge you to be bold in fighting climate change and promoting clean energy for the health and safety of all our children.

Methane is leaking from the old gas pipes under the streets in my town. As you know, gas companies haven’t been required to fix most of these leaks and thousands of them have been leaking for years.Methane is 80 times more powerful a Green House Gas (GHG) than CO2 in the first 20 years. Methane leaks kill trees, make people sick and can explode!

The DEP has proposed using a formula for gas companies to calculate and report the total amount of methane leaking in their pipelines along with a limit that is reduced each of the next three years. The DPU will be developing regulations for a timeline for fixing gas leaks that have been leaking for years. Please make sure they work together so they get it right! And three years of reductions are not enough; we need the limits to show the companies are plugging all the leaks.

There’s a much better way to reduce methane leaks than estimating emissions. Measure the volume of the leaks and require that gas companies fix the biggest ones without delay.

A study in Boston found that 7% of the leaks are gushing 50% of the methane leaked from the pipes under our city streets. If those “super-emitters” were found and fixed, the limits DEP is setting for total methane leaks would be surpassed quickly.

We must reduce the leaks the fastest way, not the easiest way, because in 20 years, when the methane released today is dissipating in the atmosphere, today’s children will be young adults. I’m counting on you to do all you can to leave them a healthy, clean energy future.

Sincerely,

Senator Markey, We Can’t Wait

womens_march_in_boston_girl_saving_world

Monday Action for week of 1/30/17:

Do you hear the ROAR? That’s the full-throated growl of millions of Mother Bears saying “We will do anything to defend all that’s precious to us.” And we’re not going to wait for the next generation to grow up. It’s our responsibility and we need to solve it NOW.

Let’s focus that outrage on Scott Pruit, an outrageous nominee for the Environmental Protection Agency.

You can use the sample talking points or copy-and-paste the text below. But Senator Rosenberg suggested at Saturday’s climate forum (attended by 750 people!), that personalizing your message makes it count a lot more. Better yet, call if you can.

Dear Senator Markey,

I am urgently concerned about climate change. This is the defining issue which future generations depend on us to solve. I commend you for being bold in fighting climate change and promoting clean energy for the health and safety of all our children.

Thank you for introducing the resolution for 100% clean electricity by 2050. Yet, it seems that every week, new research finds that climate change is advancing more quickly than scientists had predicted. Any movement towards 100% renewables is welcome, but it’s become clear that we need to move much more quickly than we previously thought: 2050 is too late!

To avoid the worst scenario, we need to achieve 100% clean energy by 2035 as proposed in new legislation filed in Massachusetts.

The election of a president hostile to clean energy and pushing fossil fuels means that we are losing precious time to halt climate change. His choice of Pruitt to head the EPA is a move in the opposite direction. We, and the children we protect, no longer have time for missteps. I urge you to vote “no” on Pruitt’s nomination. Our children’s future depends on our leaders making the right choices NOW. Before they grow up.

Sincerely,

Massachusetts Threatened

10515261293_cf99b54108_b
Spectacle Pond in Otis State Forest

1/2/17: In honor of the children of the world and YOUR work for a clean energy future, the Pioneer Valley team of Mothers Out Front presents this first Monday Action of the New Year:

Today, please call Governor Baker at 617-725-4005 or 888-870-7770 and leave a message. It will take 5 minutes or less! For brevity use the bold text.

I’m calling, Governor Baker, to ask you to strengthen our environmental agencies and protect the Commonwealth and future generations from unneeded and damaging gas pipelines.

You often state that pipelines are a “federal matter,” as if Massachusetts can do nothing. There’s many ways you could direct state agencies to take a stand. Yet you recently issued $98 million in budget cuts that “disproportionately devastate agencies protecting our environment and public health” (as noted by the Environmental League of Massachusetts).

I’m alarmed to learn that the Commonwealth of Massachusetts would sacrifice public conservation land in Otis State Forest for a gas pipeline. Your Department of Conservation & Recreation (DCR) has entered into a settlement with Kinder Morgan, rather than stand up for our constitution which safeguards our conservation land in Article 97. Your agencies did not even follow their own no-net-loss Article 97 land disposition policy. Now Upton State Forest is threatened by Spectra’s planned pipeline in the same way.  Please change course!

You could have directed your Department of Environmental Protection, or DEP, to more rigorously apply the state’s water quality standards and deny the 401 for the Kinder Morgan project. And, regarding the Spectra’s compressor station slated for Weymouth, your DEP issued a superseding order, seeking to undermine local control by overriding the local conservation commission’s wetlands permitting decision. We need better.

As a father, as a fervent public servant who has dedicated his life to service, we need you to stand up to the pipeline companies, and help move us towards a sustainable energy future.

Governor, I thank you in advance for your actions to protect, defend and uphold our State constitution.

New fossil fuel infrastructure is not for the Common Good: We all must be urgently concerned about climate change, as future children are depending on us to leave them a livable world. We have a narrow window, but it can still be done if we can move to 100% renewables by 2030. Thank you for doing your part.

Sincerely,
